Water reading checks

The monthly water reads (TPU's Reading Export) the portal corrected or held back, and the ones TPU put a note on. Corrected: TPU started the next month from a different read than the one billed, so the month is worked out from that read. Left out: a home's month over 15,000 gallons a day that the next month hasn't confirmed yet.
